Well, I think the US Coast Guard boats and the men/women themselves should be armed. They, after all, protect the US shores. The CG here in Seattle and in the WA State are armed. They watch all ferries coming and going, and many other things. Maybe the Canadians could have their CG watch the Canadian shores, and the USCG could watch the US shores, and draw a line in the middle. That way each could be in charge of their own Nation's wishes.

BUT video should be taken if either CG has to stop any vessel, large or small. That video should be enough to see if there is any problem, and if anyone is trying to CTA if there is a problem.
