Dennis,

Our municipal elections in late 2000 were conducted with such voting machines. The ballots, 10" x 14" sheets were marked with pencils and feed into an optical reader about the size of a fax. A ballot box was attached to the bottom of the machine so the ballots were never seen by another party. Each machine had a QCP 2700 strapped to it's side. At the close of the polls the phone automatically transmitted the results to a central computer.

A far as I could tell everything worked great and the local media declared those elected within half an hour of the close. Then again, given the exploits of our Aging Mayor, maybe pregnant and hanging chads could of saved us!
