E, I have had both types of browser open many times and it never caused a problem. [Win98SE]. Used to own a Compaq which on occasion told me 'disk in use by another program'. Never found the reason. A disk monitoring program like Norton Disk Doctor would be suspect, but since you closed everything that's out.
