No, the US gov't acting on behalf of a Cuban agent, Juan Miguel, kidnapped Elian from his home in Miami.

Juan Miguel was silent on Elian's departure except in a phone call to the Miami relatives when he asked, prior to Elian's departure, "please take care of him."

After Elian became a "cause celeb" Juan Miguel (Castro) demanded Elian be returned to Cuba.
