Have you ever looked at the NAIC's Stock Study Guide (SSG)? It's pretty basic, but it's a great starting point, and there's one section that estimates up side vs. down side potential based on historical P/E ranges and future earnings forecasts.

I started using SSG's in 1989 when I first began investing on my own. I look at a lot more now than I did then, but the SSG is still the first thing I do when I begin evaluating a company.
