Well, I think he was ALSO wagging the dog. Four years as you claim, and he waited until the Lewinsky scandal to flex his military muscle? And not just in Kosovo, too, but also Iraq and of course, our good old whipping boy Osama.

In 1999, 15 republican congressmen brought a suit against Clinton to stop the Kosovo war.
