Thats not the way the military is set up. Ever look at the chain of command, down to private? The whole point is to insert so many layers of command that the messaage gets repeated and repeated so many times that even the dumbest SOB will get the message. It's designed for thoughtless action and discipline.

But like I said, in the real world, it's all about the level of the infraction. In this case it's a big deal. And the evidence indicates it's not issolated; that the same stuff happened in other areas of Iraq and in Afghanistan.

It's not always about direct orders, it can also be about a lack of orders or discipline.

re: As for scapegoating Rummy I'm not sure that would help Bush much.

Today, Pres Bush took decisive action in the face of the moral.... It would put it behind him, everything else that comes of it would be second page news. Now it goes on forever.
