Nah, no food first. Get the priorities right. We can buy their land from them for $100, send over $1 million in tractors and stuff, another $1 million in medical treatment for the employees, $ill Gates is handling the malaria, fire Mugabe and co and pretty soon things will be humming.

Colonisation is what's needed. Put to the vote, I bet they'd go for it. It beats poverty and malaria any day.

Like training dolphins, you use the food to get performance. Give dolphins fish first and they'll go to sleep in the corner or waste time chasing the girls instead of working.

CDMA is the means to communicate. Communication is vital. CDMA comes first [before food]. After they've sold some land, they can work and put up some cellphone towers, then get food so they'll have energy to put up more the next day.

It's easy really.
