While the phrasing sounded funny I do think the meaning was clear. If, like John Kerry, I was running for office I wouldn't be typing out my answers in a few seconds, with no previous planning, and while constantly going back and while multitasking other things in addition to the current debate.

But I do agree that the sentence could have been worded better. For example - "A much higher gasoline tax is the most desirable of the listed options, but it isn't something I would really want. It would be the best of several evils rather then something that I would actually support".
