That's a good bill.

I just got a statement from a mutual fund that has performed very poorly for two years (it's too small to hassle with liquidating it).

Despite performing poorly, I got whacked with a capital gain amounting to 20% of the account balance.

One interesting thing about this bill is how the insurance industry will react to it. It would eliminate the primary advantage of variable annuities over mutual funds (I really dislike annuities for most people).
