Bell Customers to Benefit From new National Network

SEPTEMBER 18, 1998

MONTREAL, QUEBEC--Bell Canada plans to launch its new national
broadband / Internet Protocol (IP) based communications company in
January of 1999. Setting a new standard in speed to market, the
new company will provide Bell's national customers with the full
range of seamless, end-to-end communications services.

"Following today's announcement on the re-structuring of the
Stentor Alliance, Bell wants to assure its customers that the
quality of their existing services will remain high, and,
additionally, that we're poised to deliver an entirely new level
of service over an entirely new generation of communications
network," said John MacDonald, President and COO of Bell Canada.

Currently referred to as "Natco", Bell's new company will own and
operate one of the most advanced broadband fibre optics networks
in the world, stretching from coast-to-coast with seamless links
into the United States and around the world. The company will
feature Internet services including extranets, wide-area networks,
and managed networks, among its core business offerings, packaged
with traditional voice services such as 800 and 900 Services.

"This new company will also provide the delivery platforms for
capabilities such as the e-commerce applications provided by Bell
Emergis," said Mr. MacDonald.
"Taken as a whole, it will
represent a truly one-stop shopping source for the customer. It
is a single national network, with a single vendor selection and
design authority that will produce consistent feature capabilities
and performance across the country."

He added that discussions with the other telephone companies in
Canada to participate in the new company are ongoing and that Bell
remains optimistic that many of the companies in the Stentor
Alliance will provide Natco services in their respective
territories.
