Yes, I saw the article earlier on YAHOO news.

NEON just had a secondary offering over the summer. It
was during the road show that a lot of institutional investors
learned of NEON.

However, I must admit I'm perplexed as to why they need this
money. The article did not state if the shares to be offered were
PRE or POST split shares. There's a slight difference of about
$120 million!!!

Check the charts and you can see exactly when the offering occured.
The stock was issued @$27, as I recall. (Doing this totally from memory, which isn't that great.) Dilution is a real pain for
us current shareholders....no preemptive rights. Granted, the stock rebounded nicely after the last offering. IMO, it would be beneficial
from a shareholder relations standpoint for management to come out
and directly state they ARE committed to enhancing shareholder value.
If this practice is anticipated to continue, IMO preemptive rights would be a good business decision.
