Yes I am aware of Bush's position. If I were Iran, I would not put myself in a position that an embargo could bring the industries to a halt.

Now here is what Iran offered at one point in time and I can't see why this is not acceptable:

(1) The nuclear plant to be a joint venture under joint management with the West.
(2) 24x7 intrusive monitoring and inspections that go beyond the usual IAEA protocols
(3) Legislation that will make it illegal for the government to divert resources towards military use.

Now why is this a problem?
