How about a really klunky axe-whack kind of solution...

Put the instructions to delete these files into the StartUp folder. Make a copy of your DOS Window icon. Right click it and select Properties. Under Program Tab, in the Batch file box, type erase C:\WINDOWS\FF*.TMP and click the Apply button. Don't worry about this command not being a batch file, since Windows will execute it anyway.
