he said 75% of city budget is devoted to debt service, school board and other regulatory bodies, pensions, etc
leaving 25% for city operations
so roads, cops, firemen, cleanup, etc are all neglected
look at Kalifornia
Puplava reports they laid off 40,000 teachers, but not a single burokrat
all taxes have been raised
they will probably have a worse deficit in 2003 from bonehead decisions by NoGrayMatter Gov Davis
Davis should be hanged for stupidity
make the hanging public, create a media event, sell tickets, sign up HBO and other cable pay4view, bring in foreign markets, and use the proceeds to pay down their debt

I would not mind one iota to watch that decrepit socialist cesspool fall into bankruptcy
a wretched combination of bad decisions, horrendous mgmt, and extreme debt will kill off our states and cities financially, one by one
except maybe for jewels like Idaho, which in time might consider seceding from the USA union
