People are expecting miracles. He's not a king or magician. He can't wave a wand and make things happen. The only place where he has direct control is the executive branch, and, even then, he is constrained by how much $ Congress gives him. Solar panels on post offices have to come out of their own budget, rather than being given a bunch of new money.
60 votes makes it worse. Would he have gone where he did with drilling if he needed 50+1 votes? Prolly, cuz there are still coal democrats to deal with. No Green will ever get elected in W.Va running on an "end coal" platform. Nobody from about 10 states can win by running on "close down the car plants". Term limits, public finance, whatever; those campaigns are still doomed to fail
He sees a very big picture, and he's making changes that have big ripples.
