Look back on this thread CLE is trading at its average range, someone did a ten year chart. Jan is markdown month, everyone is clearing out the things they couldn't sell for christmas and the rest of the year.
Retailers will lower the price to whatever it takes to get rid of an item, plently of sales with no margins.
Claire's has over 1200 stores in the US, compare with other retailers they have more stores. The growth potential in the USA is very limited, the law of dimishing malls is kicking in. They have never stated the % to total for the international business, but I would guess its less than 5 %. Unless they can get the international business rolling they are headed for the wall on sales growth. Contrary to popular belief the customer is very different around the world, and fashion doesn't always translate.
