Laws are laws until they are abolished but the question becomes to China as any other nation is this law beneficial to us. I am answering you how I feel.
Poverty is not a pleasant thing and you need to increase your sales of products either externally or internally to create a larger work force.
In an external situation you want and internal benefit. So China has laws that state you have to give back to China. Today an initial investment of x dollars in a factory in China can create at least 10 times x dollars for you due to the low labor rate. Unless your investment leads to other investment in China what good is this for China? You reap and your company outside of China profits and a few benefit by being employed at a low rate which isn't going to do much for the entire economy
Here I go into Zi who has created an engineering division in China.

A nations biggest advantage is is ability to educate the populous . Now one could say to me well after Zi is up and running China will revoke the licenses and impose the law
I don?t think so. China is a very needed partner in world trade. The problem is China can't afford to buy from me something they can produce for one dollar and I want to sell it to them for ten. Trade restriction and quotas don?t work . You try to maintain equal but it isn't equal to start with due to labor and currency both.
I tend to think China looks for integrity in whom she deals with. We here scream wildly about human rights and yet we understand not the conditions of poverty in China.
China understands China's condition. Her dilemma lies in if you are coming here to rape us we don?t want you. In my opinion it is more the character of the people that China has to rely on in her decision making as to who can operate and can't.
Here are the laws, if you are coming to abuse China we do have laws so forget it.
