There is no need to apologize. Just owning up to the shift is good enough.

I would agree in most cases, however if you harshly attack the policy that you used to support then presumably you think the policy is not just wrong but either a major mistake or morally wrong, or perhaps both. If you think that about the policy then you probably should apologize for having formerly supported it. Even then I wouldn't call it necessary but it would be good. If you can say "I apologize" or "I'm sorry", at the very least an "I was wrong" would be good.

There is a difference, however, between a genuine shift and a flip-flop. One is just a reflection of change, the other is trying to have it both ways.

I think most flip-flops are trying to have it both ways but sometimes they can be genuine shifts that happen quickly and for little reason, the type of change that would indicate that someone has no real rudder.
