U.S., North Korea exchange proposals on ending nuclear crisis

BEIJING - (KRT) - U.S. negotiators on Wednesday offered North Korea a detailed two-stage proposal for ending a crisis over its nuclear weapons program, and appeared to receive a specific, secret counteroffer from North Korean envoys.

It marked the first time since the crisis began in late 2002 that the Bush administration has delivered a proposal to North Korea with a road map for a solution.

"We are prepared for serious discussions and we have a proposal to offer," Assistant Secretary of State James Kelly announced at the start of a new round of six-nation talks, hosted by Beijing, on the Korean Peninsula crisis.
