Dear all,

There is a high number of documents on release 99, and I personnally start to be concerned about security completion. In order to be efficient in the meeting, the following shall be applied:

3 minutes presentation maximum per CR, with no exceptions.
3 minutes presentation for the incoming LSs
5 minutes presentation maximum for discussion documents, with no exceptions.

Regarding documents which have been provided late, we will see how to handle them.

Some may be differed to the next meeting. I expect everyone to be up and ready on Monday on R99, i.e. people will have read the CRs in advance (which is why we have a submission deadline). My intention is to treat security in the main meeting, and have potentially some parallel sessions on small subjects after a discussion in the Plenary (e.g. to agree on a text of a CR).

This is a critical meeting, since after March 02 we will have 3 versions of RRC, and also we cannot afford to correct R99 indefinitely.

In light of their methodology, they may have little choice.

3GPP expects to legislate the "completion" of Release 5 in March, resulting in 3 Standards Releases... 99, 4 and 5... though in the words of this Working Group Chairman, they're still "indefinitely" correcting the first of the 3 - Release 99.

Is IJ correct in calling the Standard unfinished?
