True in FDR's case, but he had electoral mandates and a dire crisis blowing in his political sails.
FDR also didn't have to face a filibuster on every single bill. And he had big Democratic majorities in both houses of Congress anyway.

Really, it's an inane comparison to draw. I'm not blaming you for drawing it, I'm just pointing that out.
