France has a far better pre-university school system than America. And it's entirely government run. I've lived there and saw this.

The problems of running a university system are not the same as those of running grade and middle schools. What "works" for US universities is not a magic formula for our grade schools.

If there is a magic formula at all, it's broad social consensus that education for everyone really is important. As long as the right wing agenda of concentrating wealth in the hands of the fortunate few in this country continues its course, American primary school education will continue to decline.
