I doubt the DOJ got any consideration in this re-org. Understand that MSFT re-organizes regularly, usually after shipping a major systems release like Windows95 or NT4. It will take the DOJ 2 to 3 years minimum to accomplish any type of break-up. That's at least one "normal" re-org away.
