That was an un-Presidential speech to the nation.

Why did he choose the Library? That forced him to stand. And it looked like the room where Clinton made a memorable statement.

When he said "When I addressed ya just over a year ago ...", it was off-balance and reminded me that while at war he hasn't spoken to the nation often enough. Kennedy in 10/1962 filled the screen with his presence. LBJ would start with "My fellow Americans" or something like that. I watched on CBS and they missed the audio for the first couple of lines.

How did this speech start?

If he had no confidence in his plan, how can he expect to sell it, implement it?
