A quick CIA question... I remember reading in the not so distant past about a congressional limiting of the CIA, maybe 10-15 years ago, led by Democrats. Had something to do with the kinds of contacts that the CIA could develop; like not using unsavory bad guys as assets or maybe limiting the assets they could develop or... Could someone refresh my memory or maybe point me to a web resource? Thanks. -G
