YES. What happened in NO with FEMA was no surprise to us. We had seen its bungling inefficiency during severak earthquakes out here. IF local authorities didn't respond immediately and well (and mostly, thanks be to God, they did) you were SCREWED.

The more bureaucracy you put between a problem and its solution, the worse it is with more severe damage and loss of life. In the case of NO, the local authorities were stupid bunglers and FEMA was all that was left. Why is anyone surprised at the disaster? As you mentioned, NO was hardly the only place hit by Katrina, yet we hear nothing of the others because they REACTED in a fast and reasonable manner and saved many lives. They fixed or are fixing their problems and get no mention from the sensationalistic press.

The NO locals also did all they could to add to the ruin. "We don't evacuate" seems to have been NOs motto.
