Nothing justifies an increase in college tuition. It's classist and just cuts the supply off, which puts pressure on companies to do offshoring as noted during the boom years.

I do concur with your larger point - I don't think anything justifies a $1M salary (that's non-performance based) for a chancellor, but I'd be fully for a $1M performance compensation package that was based upon performance (1/3 salary, 1/3 bonus if s/he increases % of engineers in their school, 1/3 bonus if s/he increase % of engineers in all schools.)
