Iraq's Interim Regime May Impose Martial Law

BAGHDAD — Iraq's interim government empowered itself today to impose martial law when and where necessary to thwart insurgents, comparing the edict to the U.S. Patriot Act in its curbs on civil liberties for the greater good of establishing security in the post-invasion disorder.

The National Safety Law has been enacted to give Prime Minister Iyad Allawi broad powers to impose curfews, disrupt militants' movements and to direct soldiers, police and security forces to confront the insurgents.
