In theory you could allow an exception for risks to health but make it a narrow one, or allow an exception in cases where the mother's life is in danger but make it much wider. In practice the courts have treated exceptions for risks to health so wide as to make the whole law almost meaningless. Whether this would still be the case in the unlikely event of Roe vs. Wade being overturned remains to be seen.
