Robert I agree with your logic. With the pulbic attention to the Busang, Moffat probably had his top aids and lawyers discuss what they can and cannot say. Moffat's statements are probably vetted by lawyers as a matter of course but with the Busang, there is probably much more attention. Therefore I attatch a very high probability to the word being selected very carefully. The rest follows as you have stated in your post.
