You are just displaying how ignorant you are. Data mining has been going on before Obama. That you think otherwise shows your ignorance.

Republicans have been using it for at least the last 3 elections to rig results in their favor, by for example calling ex felons who have the right to vote and telling them that if they show up to vote they will be arrested and also to send letters to people at their address and if it comes back challenging that person's right to vote(and only in strong democratic areas). Just one small example of data mining used for political purposes.
