Al. Perhaps canada has no loans to saddams iraq which would have to be forgiven before they could participate as is the case with the Franco-German/Russians. Or Bush is doing 180 because Defense spoke out of turn or didnt get with the new conciliatory policy going forward. I am thinking #1 but not sure at all. mike
