I understand the preferred list is to prime contractors, who can then sub contract out the work.. france and germany are already doing business in Iraq under the sub contractor jobs.. also the hold applies only to our tax money going to Iraq not to all the other money going into Iraq from all the other countries .. these funds and jobs France , Germany, Russia , Canada can be a prime contractor. It is a big screw up and bad public relations problem.
