LONDON, Friday, July 16 - Prime Minister Tony Blair's Labor Party lost one parliamentary by-election Thursday and narrowly avoided defeat in another, in the wake of a report that was highly critical of the intelligence the prime minister used to justify Britain's joining the war against Iraq.
