Take it from one who has suffered through enough of these issues for a small third-world country: if you're running Windows 95, forget patches and go straight to Windows 98 second edition. That has so many bugs fixed that Bill G. & his crew of micro-kiddies must have made a mistake.

Trust me on that one. Windows 98 Second Edition will probably install right on top of whatever you've got and take care of the kind of problem you describe. If it doesn't, you were looking at a reinstall from scratch anyway.
