The "alert" which snarled New York, Newark, and DC was not just based on old information. That old information, the survielance, for the most part was just from web surfing and google searches.

The Bush league are not just liars, they are incredibly bad and transparent liars.

The Bush League has also been trying to blur the source of the information. These web searches came from a Pakistani named Mohammad Naeem Noor Khan, also known as Abu Talha. The news reports all try to mix this name with another man - Ahmed Khalfan Ghailani - who is an Al Qaeda operative. In short, there isn't any evidence that the web surfing was even done by Al Qaeda.
