re: I guess I can go for the idea of "picking the best guy" but "picking the best guy" is not simply picking the person with the most tactical or strategic skill. OK, if not, who is the best guy? Tactical, operational and strategic abilities are a big part of the equation, but there is also management and people skills, and commitment to the operation as well as political considerations. If the commander has a great military mind but doesn't really want the operation to succeed or creates a political rift in the alliance or is under the command and military discipline of a country that isn't fully committed, or doesn't have experience working with the country that is providing most of the forces then he isn't a good choice.
