flack, I don't have a solution but maybe Dr Watson can help? I have not used this feature of Win98 and assume WinME still has it. Here's what the help file says...

To create a system snapshot using Dr. Watson

to start Dr. Watson. The Dr. Watson icon will appear on the taskbar in the lower-right corner of your screen.
To generate a system snapshot, right-click the Dr. Watson icon, and then click Dr. Watson.
Type a brief description of the steps you took to reproduce the error.
Save the error log file by clicking File, and then clicking Save As. Type a name for the log file, and then click Save.
Notes
You can also open Dr. Watson by clicking Start, pointing to Programs, pointing to Accessories, pointing to System Tools, and then clicking System Information. In System Information, click Tools, and then click Dr. Watson.
The system snapshot generated by Dr. Watson presents a comprehensive picture of the present software environment. Unless there is a problem with your system, the system snapshot will not find anything unusual.
Contact Microsoft Technical Support for assistance in determining the source of the error found by Dr. Watson.
