U.S. Import duties do greatly increase the cost of carbonated sugar drinks.

What you're observing is a combination of the inefficient high cost mark-up in Mexican retail, combined with the low world price of cane sugar

. . . as compared with the greatly inflated price of cane sugar in the U.S., due to import duties, which makes the inferior high fructose corn syrup less expensive to use, but still far more expensive than the world market price for cane sugar.

A 2-liter bottle of Coke in San Diego on sale at Von's $1.67. Everyday price at OXXO (Mexico's 7-11) here in Tijuana where I've got a place, 14 pesos ~$1.08
