One or two of those trials are already completed. Potential partner(s) may ask for larger pilot study (~200 pts) before get excited about oral insulin. EMIS have sufficient cash to run one or two. The question is do they have experienced clinicians to arrange, write protocol, and oversee trials? This is where pharma comes.
