I would say there are few bears but there are many like myself who don't want to commit money into this sector yet.
I expect the Nasdaq to bottom by April 6.
Still waiting to see what happens in mutual funds after the March 31 quarter.

I am betting the market goes higher as I suspect the mutual funds have more cash than they needed for redemptions and may start putting money back to work. In addition, short interest very high in Nasdaq and NYSE. I don't believe the shorts will just want to cover...my bet is that many will go long at the right time...and that would be when the market stops going down and mutual funds start buying with their unused cash.
I think it will be a good April and May. If investors feel the market will bottom in a couple of months, you can bet it will be happening a lot sooner. No reason to dump everything into tech anymore. Just one of several good areas to invest---no need to place all bets in one sector.
