They might have forgotten about what progress Verizon and Sprint would have made by then.

IMHO, they haven't forgotten about Verizon and Sprint but are looking for the cheapest way to add high speed data to their existing systems. They also may be counting on business customers wanting to roam in other parts of the world, but I'm not sure how widespread EDGE will ever be. As long as they don't use cdmaOne or HDR, NTT DoCoMo may be willing to invest in them or a European carrier willing to buy them out.
