This corresponds with what I've been told and if all goes as planned, they'll proceed with a September roll-out. I asked when they'd be likely to make a public announcement, and the man with whom I spoke said late July or early August.

Today's ruling by the CRTC (posted by John Hunt earlier today) seems to have settled one of the requirements for receiving a broadcast license listed a year ago by BCTEL:

The CRTC needs to conclude regulatory proceedings on two issues -- regulations to govern broadcast distribution undertakings and the framework for local telephone service competition.

Broadcast distribution -- On August 15, we filed our second series of written comments on the rules and regulations for existing players and new entrants in a competitive broadcast distribution industry.

The CRTC will begin a public hearing on this matter October 7, with a decision expected in the first quarter of 1997.

Local telephone service competition -- A public hearing on this issue begins August 19. In addition, working groups -- comprising representatives from the CRTC, the telephone companies and potential competitors in the local-service market -- are providing recommendations to the CRTC on such issues as number portability, which will allow customers to keep their local phone number regardless of which company they buy their local service from.

Broadcast licensing is an issue in that it requires at least 4Mbps of bandwidth and indicates where BCTel is headed.
