That's true in my business too (growing trees). People make mistakes on their way up, and leave the mess for the folks they left behind (who obviously aren't qualified for advancement anyway, right?) The trouble is, you can't change your mind about growing trees every other year. You either do it or don't, but you don't go back and forth between the two. I think the same holds true for politicians and their spending programs.
