You're confusing a real war (which produces real, captured POWs) with the jargon Bush uses to describe his policies. The war on terrorism is not a real "war" in any normal usage of the word any more than the 'war on drugs' or the 'war on poverty' or the 'war on low math scores amongst elementary school children' is a normal war,

You're the one who is confused.

Drug sellers are not enemies who are committed to destroying us. They just want to make money.

Poverty is not even human. It doesn't want to destroy us either.

Ditto for low math scores.

The jihadis of Al Qaeda and related MB movements, and the Shiite versions of them ARE our enemies and want to destroy us. All you have to do is listen to them. This is the new internet age where technology creates super-empowered individuals. You don't need to face tank divisions to be in danger.

You get together even one thousand men who are willing to die to kill you, and you give them access to modern technology, and they can do a LOT of damage to you. More than you would like to contemplate. Dismissing them as not worthy of notice because somehow the thousands they have killed already, and are still killing in Iraq, don't measure up to your standard of a "normal war" is dumb. Very dumb.

I don't know much about the secret police in Dubai, but I would lay money that they do not dismiss the either the will or the capacities of jihadis to disrupt and destroy the modern, capitalist, investment-friendly thing the Sultan's got going there, with all those handy infidels (85% expats) available for the killing.
