<should have maintained order> Iraq is a country with no effective police, no effective government, no effective civil infrastructure and poor prospects for avoiding continued carnage and civil war. Why on earth should the looting of a British army base be any different? Criminals, ideologues and all manner of extremists run Iraq. It is the most lawless, dangerous place on earth. It is the product of a policy that was doomed to fail and only surprised by failing in such spectacular fashion.
