Being a Canadian I am in a position to answer this. A few weeks ago, the Lewinski thing came up on a Canadian investment board (you can surf over to www.fundlibrary.com to have a look) and everyone thought the scandal was no big deal and certainly not a reason to impeach. This opinion was held by the most right-wing and left-wing among the participants. Indeed, I joked at the time that maybe to solve its unity problems, Canada should get Clinton as Prime Minister, since this was the only issue that we'd ever all agreed upon. So my advice to you Americans. Forget it. You wouldn't be calling for the resignation of the CEO of GM if it came out that he was having an affair with a secretary. And don't pursue this for partisan political purposes. You will cripple yourselves in so doing and hurt the world economy.
