TLC,

Could you kind of gloss over the types of tariffs that you've heard of? I'm only aware of two that will likely succeed in the future.

The first tariff is the imposition of (a) sales tax(es) on items purchased over the internet. The debate is over the applicable rate(s), and whether to use the point of sale (the vendors' locations) or the point of purchase (the internet user/buyer). It gets real sticky when you start considering the international implications. Further, the debate is over who shares in the revenues garnered from such taxes.

The second tariff I've heard of is a tax directly on internet usage, sort of like the communications taxes most of us pay on our monthly telephone bills. The debate here rages on who is responsible for collecting the tax (for example, your ISP). And again, who shares in any revenues derived from the tax.
