Japanese Govt. Approves Licenses, Frequencies for 3G Cell Phones

July 4, 2000 (TOKYO) -- The Ministry of Posts and Telecommunications on June 30 issued preliminary licenses authorizing cellular phone companies to install fixed base stations and operate moveable ground stations (telephones) for the next-generation, IMT-2000 mobile phone service.
The ministry issued further permits to the companies -- NTT DoCoMo Inc., J-Phone Inc. and an alliance of IDO Corp. and DDI Corp.'s Cellular Group companies -- allowing them to change their operations so they can offer IMT-2000 services.
The mobile phone operators will now start building base stations and networks and intensify preparations for the advanced service.
The license approvals also revealed the frequencies allocated to each operator. For terminal-to-station links, a frequency range of 1,920-1,980MHz was assigned, divided into three 20MHz-wide bands with the IDO/DDI Cellular group receitting the lowest band, NTT DoCoMo the next one and J-Phone the top end.
For station-to-terminal links, a frequency range of 2,110-2,170MHz was allotted, again in 20MHz bands, with the lowest to highest assigned in the same order.
"The frequency allocation was decided on the basis of efficient use of frequencies, while taking applicant requests into account," a telecom ministry official.
Within each 20MHz band, only a 15MHz-wide range can be used. A 1,920-1,925MHz buffer zone was designated to avoid radio interference with PHS mobile phones which use a frequency range immediately below 1,920MHz. The mobile phone providers need to develop technology to prevent radio interference between PHS and IMT-2000 services to fully exploit the 20MHz blocs.
